Characteristics of the professional retraining programme

"Management of tourist territories development: project approach"

• Teams representing the entities on the list of macro-territories in the following representation are involved in the programme: 

- Representatives of state and municipal authorities of the subjects, whose area of responsibility includes issues of development of specific tourist areas, including issues of infrastructural development of these areas.

- Heads of domestic tour operators

- heads of accommodation facilities

- representatives of investors planning to participate in the development of tourist areas. 

The number of one team is 8 people, in the ratio of 70% - representatives of business and 30% - representatives of public administration, which allows to form a group of professionals capable of developing and implementing projects for the development of specific tourist areas in the regions of the Russian Federation.

• The programme includes more than 150 hours of face-to-face classes with leading lecturers and experts in the tourism and hospitality industry, 140 hours of digital modules and online consultations, 150 hours of teamwork, preparation of the final certification project
• The developed programme complies with the Resolution of the Government of the Russian Federation No. 2439 dated 24.12.2021 "On Approval of the State Programme of the Russian Federation "Tourism Development"" and contributes to the achievement of its goals and objectives. According to the competitive analysis of 33 programmes of additional professional education implemented in 10 leading educational institutions of the country related to the development of territories, no similar programmes were identified
• Leading specialists and experts in the tourism and hospitality industry are invited as speakers.

Results of the professional retraining programme

The result of the programme is the development by a team of students of a concept for the development of a tourist territory of a particular region of the Russian Federation (hereinafter - the Project), which includes:

• assessment of the current state of tourism development in the region
• justification of priority types of tourism, including the development of tourism products and services
• identification of tourist infrastructure facilities, including conceptual and spatial planning solutions
• development of measures for project implementation
• socio-economic justification of the proposed activities, including the definition of investment lots and state support measures.

Implementation of the developed project will contribute to achieving the target indicators of socio-economic development of the region, including the tourism industry in terms of growth: 

• volume of extra-budgetary investments
• number of small and medium-sized enterprises (SMEs), including sole proprietorships, created
• number of jobs created in SMEs, including sole proprietorships
• budget revenues at all levels

number of tourist infrastructure facilities established, including collective accommodation facilities
